Just seeing if anyone has any input on this, is it really worth it to buy and attempt to fix? i'm going to try to talk him down to 100 or so if possible, but what can i look at spending even if it is just loose wiring?

I would avoid buying someone else's problems. Save a few dollors more, and buy a working amp.

yeah sounds more like a bad connection in amp, prolly an easy fix but there are so many Peavey amps fully working why bother? You could test the cab w/ another amp and determine if it is okay (I doubt the loose connection theory in the cab as they say or you wouldn't even get static, no bad connection in a speaker gives you only static unless static is the only thing being sent to the speaker in the first place.) You maybe could talk him down to $100 if the cab is okay and then have the amp fixed.

My uncle still owns that same old Peavey 400 amp and matching 2x15 cab. They are 210 watts, but had been a workhorse for three decades.
Also not worth much either...200 isn't bad if you know for sure the head works. I would take along another head and cabinet to try those Peavey items on; plug the peavey into your cab, and also try your head into that cab to verify it's the cab that the seller is claiming what's messed up. If the head is what's messed up, it's not worth putting money into.
