| Peavy DataBass Malfunction

I recently received a Peavy DataBass Combo Amp and was told that if I could fix it, its mine. The inputs don't seem to work but the amp has a line in and out for pedals and if I plug straight into the return I get sound, but only at full volume and I cannot use any of the tone control. Peavy has a free manual on their website but I couldn't get anything out of it.
Is this a common problem in old, solid state, combo amps?
