Preamp not working, please help

I just bought a Peavey Max from a fellow TBer, and when I fired it up the tube channel seems to not work at all.

I opened it up and with it on the tube seemed to glowing, but not as bright as I thought it should so I replaced it.

The new tube doesn't even glow, but it does get slightly warm.

Any ideas what the issue could be here?

Not being an amp tech, my best advice is to take the amp to an amp tech. You can't really tell much of anything by the glow of a tube.
