Anyone have thoughts about this speaker as a bass speaker? Or is it only good for a PA sub?

It depends on the sound you're after. It'll probably be a good candidate if you play reggea and dub.
You'll also need a pretty large cab.
Why did you choose this driver?
A 3015LF will move as much air and can be put into a smaller cab....

This...plus I don't want to fool around with crossovers...and if it doesn't work out I can turn it into a PA sub.

The Sigma Pro 18A looks to me like a very good value in an 18" bass-guitar friendly woofer. True it doesn't have quite the displacemt of the 3015LF, but that's unlikely to be an issue unless you use a pretty big box. Stay between 3 and 5 cubic feet, tune in the lower to mid 40's, and you'll be fine excursion-wise and have plenty of low-B. The downside of course it that it weighs almost three times as much at the 3015LF... but with the rising price of neodymium, it's also only about half the price.
