SVT-350H

I'm evaluating a (much maligned) 1994 350H. A friend of mine inherited it and it has been sitting in his garage, unplayed, for several years (3-5). The only issue is a low-level static noise that's independent of any of the controls. The sound is present with all controls at zero, and is unaffected by cycling through all the controls and even boosting everything, including gain and master to 10. I've tried different cabs and cables.
I'm wondering it that's a normal thing or a sign that something is wrong. We discussed a price of $500 for the head and an SVT-410HE. Both are in excellent cosmetic condition. Thanks in advance.

Noise source is after the master. As to what the specific problem is, dunno..... may be a noisy part......
