| If it is a Peavey 410, the 15 will basically become useless. The 15 is going to struggle to keep up volume wise especially if both cabs are 8 ohms each. The 410 will go lower and be louder than the 15 (in most cases) because of the increased speaker area.
I think buying a Peavey 410 or something better is the way to go for jamming and bar gigs. I suggest leaving the 15 at home or selling it. I would not go too much bigger than a 410 for bar gigs if you have a PA system to go through. If the PA system will not support bass tones, then get two 410's.
The 210 would compliment the 15 nicely, but I think you should go for a bigger cab to get more low end out of your speakers.
EDIT: I misread something here. The Peavey TNT 115 is a decent setup, but I think you need to upgrade your gear. A 500 watt or higher head and a 410 is the way to go. I think you need to get out of the combo world. Adding a speaker to the combo setup will get you louder, but will not give you much room to create ANY tone. I think the combo is around 165 watts?
