I'm looking for an amp I can use as a monitor with a line out. Assuming this is in good shape, it seems it would fit the bill. Is this a good price?

It's a good price if it works. The Commando series was Trace's shot at a budget amp, and hit the market at a time when IMO their quality was beginning to slide.
