In terms of sound, instruments with high transients are percussion
Bass Playing style can produce transients - it's just another technique.

In terms of marketing amps - it's a red herring.

It IS a large spike, like when you pop or slap a bass string. It can cause an amp to put out a huge amount of wattage, for a flash, well over the amps "rated" output.
