TBH I don't see the point of reviving that combo into a cabinet. I think it will be the limiting factor to whatever you'll use to drive it.

Regarding <140 watt tube amps you can check out the small ampeg tube amps, or the Hiwatt DR103, maybe the Orange AD200B would work as well with that speaker.

But I would not recommend it.

This is very confusing. You have a combo and you want to use a tube head with the cab that's inside the combo? seems redundant to me. Why not get a tube head and then sell or trade the combo for a cabinet (seems silly to carry around an extra head that you aren't using).

Or did you mean you wanted to remove the integrated amp and put a tube amp in? because that's even less likely to happen.

But beyond all that, I don't think you understand amp watt ratings at all. Why do you think it needs to be under 140? especially since you say you don't know what the speaker is rated for.

Tell us EXACTLY what you have (pics would be great) and what you want to have. and maybe we'll be able to help you.

+1 to that. And, if you go through the trouble of buying a nice tube bass head, wouldn't you want it to sound good? That would mean getting a decent speaker cab to mate with it, certainly not the speaker in a less than premium combo amp.

The Ampeg V4, V4B and V4BH, and the Orange OR-120 or AD140 models range between 100 and 140 watts.

Why only 140 watts? An amp comes with a volume control...just use that.
