Not IMO, it isn't - you can buy a much better amp for that much or less... Other choices would be:

G-K 700rb-II
MarkBass LMII
Genz-Benz GBE 600
Genz-Benz NeoPak 3.5
Peavey Tour 450
Peavey T-Max
Peavey Firebass 700

All better choices than that wannabe "SVT", IMO - definitely all of the above are more powerful, despite most having similar ratings...

If he was selling it for $200, it would be a decent deal. Otherwise, I agree with georgestrings.

Do a search.

It's the most hated Ampeg in TB history.

Well, $200 is incredibly low. I've never seen one in good condition go for that.

$300 would be a "good deal" and $350-$400 is a more typical price.

Also there is no reason this amp is hated. For the price it sounds good. Sure it may be a B2R in CL skin, but it gets the job done. Add a Tech 21 VT Bass and you've got the SVT tone minus all the extra head room at a price much easier to swallow.

I wouldn't go that far. It's what the B2 series should have been powerwise to start with as one of Ampeg's more affordable amp series. It's okay voicing makes it wonderful for both tone massaging via stuff from Tech21 or whatever other brand of preamp style mojo you want to throw at it. It'll also handle effects too. Good budget amp that can be pushed to pro level performance if the price is right.

If you want the SVT look and sound but not the price. Think about the Ampeg V4BH. A quick search shows there two listed on craigslist in your area right now.
