What does the wattage of a head/cab actually mean?

What does it mean?

Also, do the head and cab have to have the same amount of watts in order for them to be used together? What are the rules/guidelines to do with the wattage of a head with that of the cab it's being used with and vice versa?

A wattage rating is an arbitrary value assigned to an amplifier as a marketing aid. They hope you will use it to compare their products against different models offered by other companies. For example, Behringer would like you to think that a Bugera 3000 watt bass head will put out the same as a bridged QSC PLX3602.
