What makes up most of the sound: Head or Cab?

Hi,

I've found a Eden Nemesis 400W head for just 250 euros secondhand, I know they're made to be entry level gear but some of the reviews state the opposite.... I haven't tried it yet though. But isn't the type of cab just as important when it comes to creating your sound? I'm on a tight budget, give or take 700euros. At first I was looking at a GK 700RB II combo, for its sound. I play hard rock with lots of experimental **** in almost every song, so I need an amp that can sound big and growl but can handle the high notes just as good and loaded with chorus and delays. If I were to hook a Nemesis up with an Ampeg cab, would this work soundwise? Anyone know or own the Nemesis? And any thoughts??

I've had a nemesis head, but it was in a combo, so used with eden cabs too (2x10). It sounded great.
I'd say get this head (250 is a good price) and try a few cabs.
