Bassvid: I own a '73 Ampeg B25B. I know exactly what you are doing. All you need is a regular tip/sleeve 1/4" plug. Just insert that into one of the speaker out jacks, and plug your 8-ohm cab into the other speaker out jack. It does not matter which jack you put the dummy plug into and which jack you plug the speaker cab into.
You do not need a stereo plug like the one shown in your pic. But if you *do* use a stereo plug, I would connect the ring and sleeve tabs together so that it acts just like a tip/sleeve (non-stereo) plug.
EDIT: JimmyM beat me to it! Yeah, just go with a tip/sleeve plug and you are good to go! When both speaker out jacks on the B25 amp have plugs in them, there is an internal switch that is automatically activated that switches from the 16 ohm tap to the 8 ohm tap.
