So what is the first thing i am supposed to do.
Can u give me some tips?

1. Rub mayonaise on the fretboard. Use Best Foods or Kraft. Don't use Miracle Whip and stay away from store brands.

2. After you are done find a house key or any similar sized metal object and go to the nearest 110 volt plug in your house or apartment. Insert the key in the plug and hold it there for ten seconds. Make sure you have cleaned any residual mayo on your hands and be sure there is no water around you before you attempt step two.

3. Start bass lessons?

Seriously though...What do you mean?

Setting up the bass? What type of bass do you have? Or what should you start to learn first?

notes can be changed by "fretting" a string.
See those metal stripes going across the neck. they are called frets

using your left hand fingers press a string down so it touches a fret of your choosing. then using your right hand fingers pluck or pull at the string to produce a sound. changing the string and fret locations can produce different notes. If you have a left handed bass you can do the same thing only switching the left for right.

I would seek a good teacher in your area that can help you from the beginner stages of playing the instrument and encourage you to see if it's something you'd like to pursue seriously.
