LaBella will do custom scale lengths, you have to order through a LaBella dealer and wait until the next time they do a run of them. But if you're talking about making them in gauges they don't normally do, I doubt if you'll find any production string company willing to do that.
I'm pretty sure you can't. I've tried asking Status-Graphite too, but they said that making a high C string would be impossible...too thin
