cant figure out why action is so high

I have a peavey millenium bxp 4 and the strings are about 1/4 of an inch high at the 12th fret. the saddles and bridge are at the lowest they can go. it is in standard tuning.
i had it restrung and tuned to CGCF a while back and the action was still pretty high but when i tuned it to EADG it really got high and tight. any way to fix this?

only thing i can think of is gettin new strings cut a different lengths but not sure if i should go longer or shorter?

I would Just put on lower tension strings and readjust the truss rod. The length is just going to be based on the Scale length. Long Scale should work for that bass. If you're not comfortable with Truss Rod adjustments then you should have a Tech set it up. Intonation should be checked as well.

i adjusted the truss and all is well!!!

and for what its worth i had a s101 p bass that i could not figure out why every time i strung it no matter what i did to the bridge it would not set up right so i messed with the truss and TA-DA! i got it to string correctly.
