Dead Strings?

Just bought an Ibanez Acoustic/Electric Bass AEB10BE and im not getting much ring or sustain could there be a problem with the strings, both guitar and strings are used..Should I change the strings?

Yes, change the strings. Most people change strings when buying used basses, as the old ones are often very old!
