Are the DR extra lifes like elixirs where they have that wet, slimy feel after playing or do they feel like normal strings?

They feel slightly slicker than normal stainless steel strings. Sort of like nickel-plated steel.

But they're no string condoms.

They are only slightly slicker than a non-coated string. Elixirs always felt like playing under water, but I did like them on hot sticky outdoor summer gigs.
