Is there any other flats with the low tension besides TI? I want to buy it for my 5 string fretless with 35" scale!¨

While not technically flats, the LaBella tapewounds are low tension but not as much as TIs. Nothing's lower than TIs.

i find the new fender 9050s are lower tension than average flats

GHS Precision flats have a fairly low tension.

The absolute lowest tension I have ever played are the Rotosound Tru-Bass Nylon flats. The gauge is so big you would not expect it but they are lower tension than even the lightest gauge D'Addario Roundwound.

Hopefully, this is related in an exact opposite kind of way, but what are some flats with the highest tension?

Rotosound Steve Harris signatures turned my bass into a bow & arrow. A shame because they sounded very nice.

The thinnest/lightest Chromes (ECB80, ECB80SL) are pretty low tension, but nothing is like the TI strings.

I like the Labella tape wounds (760N) on fretless, but these feel a bit firmer than the Chromes I mentioned. They are available in XL, as well. If you buy the 760N set from Carvin (very cheap deal), the string they ship is the XL set (from my experience, but YMMV).

The TI's are your best bet. I will bet $1,00000000000000000000000000000000000000000000000 00000000000000000000000000000000000000000000.

I'm not kidding. The TRU-BASS's I mentioned are very low, but the TI's are a COMFORTABLE low. They are expensive, but worth every penny

I have a set of six of these Rotosound Tru Bass 88s, 0.135 to 0.50, on my upright guitarrón. They're probably not so low tension on my odd instrument because they're each tuned up a fourth from what was intended. But I sure enjoy the feel and sound, which is dark and thumpy--much closer toward a double bass sound than the original guitarrón strings were.
