How do you prevent strings from slacking too much?

When you downtune.

Does this have anything to do with gauge?

Yes, use a heavier gauge

I once played with a group thay played everything dropped a full step - and I did a complete setup on my bass to compensate.

It's almost all about gauge. Bigger strings hold tension better.
