| It's the diameter, which means (don't they teach this stuff in grade school any more?) the total distance from one side to the other.
And a Micrometer is a lot easier and more accurate than calipers. Go to the sale bin at a real hardware store (NOT a "home improvement" store, but one where they actually KNOW stuff) and dig around. I got both of my micrometers at ACE for about $5 each.
