Mixing sets to get tone

I am not pleased with the brightness and loudness of my bottom two strings, especially when striking them. It seems that their tone is totally different from the other two strings. I would like to have a consistant tone across all four strings. If I adjust my amp to get the bottom strings sounding like I want, then the top two strings are too deep and boomy and lack definition, and when I get the top two right, the bottom two are too bright and clanky. I am currently using D'Addario flatwounds, but I have noticed this with the other few sets I have tried as well. So I have two questions:

1) Is there a set of flatwounds that are consistant in tone across all four stings?

2) Has anyone tried mixing two sets of strings so that you only use the top two of each set. It seems that this would give a more consistant tone across all four, as each string would be more similar in construction and size.

I know this (2) may be a weird question, but I was just thinking.

Before you try new strings, have you tried adjusting your pickups?

I'm not sure what type of PUP's you are using, but on my P-bass I generally have the PUP adjusted closest to the G, with a gradual decline to the E. When I say closest, I do not mean that I raise it all the way up. I just adjust the PUP's until I feel like I'm getting equal output across all 4 strings, and no one string is "booming" to much.

I use DR HiBeam Flats on my precision, and find the tone to be pretty equal across all strings once they settle in a bit.
