My DR Hi-Beams came today and they don't seem to have any windings, is it safe to just go ahead and cut em?

Yes.
But to be even more safe, bend the string hard at the cutting point before cutting.
This will prevent the string from unraveling (which will never happen anyway)...

I've been told to crimp them before the place they will be cut, to stop them unraveling, particularly on flatwounds.
