Rotosound Flats relatively weak?

Just want to make sure I didn't get a bad set. I had TI flats on previously, and when I replaced them with Rotosound flats I had to crank the gain on my Sansamp because they were much weaker. But this introduced hiss, so I put the TIs back on. Anyone else notice this about the Rotosound flats?

I liked my Rotosound flats. They are very punchy. The heavier ones might cause more of a volume loss.

I found that to be the case with the RS77's i tried. They were the heavy gauge ones. They sounded fine but the volume was less on the same bass than with chromes on it. I didn't pay it too much mind as I switched them out for chromes within a month just because the chromes were closer to the sound in my head.
