Whats the purpose of the Scrungee on the Guitar Neck? How does it affect the sound of the strings?

A lot of times you will see guys do it who do a lot of two hand tapping, and open slapping/double thumping. It is really just to keep the open strings from ringing or resonating as much while you are using those techniques farther up the neck.
