Is the silk wrap functional?

I've got an Ovation acoustic bass whose bridge is a thin slab of wood. The strings pass through holes in the wood. I just bought a new set of strings, and at the ball end of the E string, there's one single strand of wire that's assembled so it lays on top of the flat wound area, under the silk. As a result, that 1/4" bit of the string is too fat to go into the hole in the wood. I'm wondering about slicing off the silk and very carefully cutting off that offending piece of wire. I won't know if it's even possible without removing the wrapping. Does the wrapping actually do anything, other than dress up the ends of the strings?

Keeps the string from unravelling. Also brand identification.

As far as I know, no other function.
