The reason that Dingwall fans there frets is so that the scale length of the G is shorter and the scale length of the E is longer. This evens out the tension, and therefore the tone and feel are even across the strings.

In most sets it's the D that has most tension, followed by the A. In some sets it's the A. This seems true of most brands and types. Also look at the D'Addario tension pdf to get a good idea of what's what. |

In every set, if the D doesn't have the most tension, it's the G that does. |
