Strings shouldn't affect resale value hugely. A good setup with strings with some life in them (esp. rounds) is probably a good idea.
For best resale margin leave the strings on it, on it.
Oh, get and keep the bass squeaky clean. It makes trying it nicer and gives the impression the instrument has been looked after.
