It is my understanding, and experience, that flatwounds are lower tension than roundwounds. Is this the case? And if so, why exactly? (I'm aware of exceptions such as Fender Flatwounds, but, in general.)

Try this:

Heh, well, that should work better, but it still doesn't do it. Try this:

Strings constructed with a layer of lower-density material, such as nylon or silk, are lower-tension than strings of the same outside diameter which are constructed of all metal.

That's closer, but not the whole story. More clues:
