I just purchased a used 4 set and they have blue silks on them instead of red, is this normal for TI's to have different color silks?

The only flats I've used that have blue silk are D'Addario Chromes. I think LaBella 760FMs might have blue silks too. But every TI set I've ever bought has had red silk.

Hmm, I have a used set, supposedly TIs, but they're green. Does anyone know who uses green silk for flats?

Hmmmmmm! These only have silk on one end, the tuning end. Maybe he sent me the wrong strings by accident. I bought them from a TBer.

Could be LaBellas then. They only have silk on the tuning end, not the bridge end.

Chromes have blue silks, but on both ends. And in response to a comment above, the LaBella 760FMs that I have have black silks.

The blue is slightly darker than the silks that come on DA Chromes.
