I adjusted the truss rod to make the neck completely flat with no relief and then soaked the strings overnight. Well, I did that because I've been working on the bass here and there over a few months, and it hasn't had a set of strings on it since around March. For a couple of days after I took the strings off, I kept checking for any neck movement, and made adjustments when necessary.
The strings, when fully tuned up, can make the neck "bow," or pull towards the front of the body. The truss rod adds "relief," or pulls the neck back towards the back of the body, making the neck straighter. If you remove the strings without adjusting the truss rod, it will continue to pull "back" because it isn't fighting against the strings anymore. Using a straight edge to make sure that the neck is flat will prevent any "backwards" bowing.
