D'Addario does for sure, but I believe a few others do as well (maybe DR?)

Not DR (brass). Some of the new Fender strings have the different-colored ball ends.

Hartke as well.

Both are cheap and IMHO really decent strings for the money.

AFAIK, D'Addario is the only company that 'makes' them with with different colored ball ends. I think they have the patent. If you see another company's strings with colored ends, that means they are D'Addario strings rebranded for that company...and Fender recently switched to D'Addario as their manufacturer for strings. Notice they no longer say 'made in Mexico'.

Those colored-end ones that came on that used Epi L/P are nice - and I think they really need to be a little brighter like this than what I use on everything else I play - that Epi is deep/dark and ultra lows-no-highs type pups.

I think they are Stainless Steel - as they are very much shinier looking than my Nickels on the Sr500 or my 77s on the Fender.

Somehow I never wanted SSs but these are fine.

While D'Addario could very well be the manufacturer, I don't think color coated ball ends is a patentable design; am basing this on meetings with patent attornies in the past from a previous manufacturing gig.

Fender strings now have the multi-colored ball ends (in classic Fender colors--fiesta red, surf green, etc.). Word is that they are now made by D'Addario.

The Hartkes are made by D'Addario, my guess as well.
