| It's not easy to compare the tension between strings made of completely different materials.
The Jargars are loaded with dampening material which gives them stiffness.
I'm not familiar enough with Obligatos, since I don't like them, to answer your question regarding tension vs Jargar gauge choice.
I'd say mediums.
The Dolces are more in the gut tension range.
I use Flexocor ('92) A & E because they have better articulation, a little more sustain and growl, while being very warm.
I find the Jargar E&A too muddy, although the Dolces E&A are better because they're less stiff and dampened.
I'm speaking from a pizz-only point of view.
