Spirocore plastic sleeve "D" string?

What is the plastic sleeve used for on the "D" string? None of the other strings have them. Where does it go, and why?

I believe it goes over any peg the D string is rubbing against in the peg box so it has easier movement and doesn't wear down the threads.
