I cannot seem to locate the stark regular long E. Was also told by Lemur these were dicontinued. Do you have any idea
if this is the case?

Pirastro still has them listed at their site: http://www.pirastro.com/pdf/Doublebass_Steel.pdf

If you get another look at the PDF, you'll see they list the long E in medium gauge only.
Only the regular lenghts are available in gauges.
Stiv1 is looking for a long stark E.

I have a long stark Flex.E on my Martini Bass now. It is .106" and the reg gauge long E is .100". The regular E is .097".

If you can't find them then get the Orig Flex. E/C 210mm. It's the next closest thing. Do not try the Perms and expect them to be as good.

Would the Jargar stark long E be an acceptable repalcement
with orginal flexocors on the rest of the strings?

Well, on a 5-string I once borrowed it had 4 Flexocors and one Jargar.. All medium Gauge.

I guess it could work but depending on your Bass, how you play and what you like the sound to be I am not sure if the Orig Flex might suit you better being almost the same Formula and Tone.
