Action question

This is probably basic stuff but I've never tried it, so here it goes.

I want to lower my action. I tried lowering each saddle screw four turns. Not so good. Now the strings are clanking off of the frets. Do I need to adjust the neck relief somehow then the action? I'm messing things up on a Peavey Milestone so maybe that's the problem? Is it that I can only set the strings at a certain height with this bass and that's it?

How about this...does anyone have a good link to procedures of the correct way to do this? No problem if no one wants to try a shot at this but is there some way out there to do it?
