Adjusting Spector NS-2A truss rod

I recently strung my bass with a set of elixir heavy gauge strings, and as a result, the relief has got a lot higher. I am wondering, is the truss rod two way on a NS-2A? Lefty to loosey, and righty to tighty, yes? So which way should I turn it? Right, I'm guessing.....

1/ Measure neck curve (fret 1st & last, measure at 9th).
2/ Flip a coin for direction, & turn it 1/4 turn that way.
3/ Wait 24 hours
4/ Measure neck curve
5/ Compare data to get conclusion

Ok by the looks of it I should measure the relief, but to be honest measurements don't bother me. I adjust it until it feels correct to me. So, I will loosen the strings slightly, and turn the truss rod 1/4 turn clockwise. Should I then re-tighten the strings immediately and leave for 24 hours, or leave them loose for 24 hours?
