Sometimes a slight tweak can fix a dead spot in the neck but you're not going to see any real sound changes from a truss adjustment.

If we're talking about tone, you're lookin' at the wrong part of the bass. Go south a little to the part with all the wires and magnets and stuff.

Yeah, the truss rod has quite a bit to do with that. The action (height of the bridge saddles) is a factor as well.
EDIT: Ok, reading the next post made my dumb self understand better. Bending the neck in the opposite direction will cause the buzzing I was talking about, but too much relief (read: bendiness) will actually start to mess with the guitar's intonation (read: ability to stay in tune the further up the neck you go). This is a tricky situation for someone who has never dealt with it before, but there's actually a sticky on our setup and repair forum that has loads of great information on adjusting intonation, neck relief, etc. etc.

Your brother's Strat apparently had too much neck relief which made it difficult to play. Guitar Center adjusted / tightened the truss rod to provide the proper degree of relief / bow. Now, let's tie that in with:
*Proper string height / intonation
*New strings
*Pickup adjustment
*New strap (I'm just kidding about that one!)
Bottom line: a properly adjusted and maintained instrument will play and sound better than one that has been abused, neglected, or misadjusted.

Please take your bass to a qualified shop for a setup. You'll get a well playing bass in return, and certainly not least of all, you won't ruin your bass.
