Just curious what this is

i have never seen it on any fenders ..... or any bass for that matter.

Does anyone know what it's for?
(it's a peavey btw)

Tilt neck adjustment

naw (no camera)

and this will make my neck tilt downwards (ie. if flat on it's back the headstock would go towards the floor?)

Correct, assuming you are "tightening" the adjustment screw. You'll need to first loosen the neck bolts, and most importantly, A LITTLE GOES A LONG WAY. Take your time with this adjustment, and ultimately, only use it after neck relief and bridge saddle height are dialed in. Really, if you're not familiar with set-up, you might want to get a pro involved. Best of luck!

So basically, you just discovered that basses had truss-rods ?
Or is it a tilt adjustment like on 70s Jazz Basses ?

It's a tilt adjustment. My Peavy Patriot has the same thing, and it's a life saver when doing setups.
