allparts neck difference between pmo - pmov

Ive just purchased a replacement allparts p bass neck PMO the heel is cut away so the 20 fret hangs over the top of the body? which makes it hard to adjust truss rod, as you need to take the scratchplate off each time to adjust it, pretty bad design, also ive noticed on other allparts bass necks the heel is solid as in the fender necks. what is the difference between a pmo neck and a pmo-v neck and what is vee shaping all about
