Balance and strap buttons.

Hi
I have heard that moving the strap button 'thingys' will help balance my bass better and make it feel more comfortable, true......or notsotrue.

It can do, perhaps relieve some neck dive if you have it. It can balance out the weight a bit more. My bass is damn heavy, but the straplocks are in a ok position, i am not going to touch them.

Yes.
Normally, the upper button is way up the horn, which is good. To further take away neck dive, you can move the lower button along the rim of the body (on the back side, otherwise the strap will fall off). How much depends on how much you want to raise the neck. It will raise alsmost the same angle as the difference in angle between the first and second. See attach.
