Can anyone from the Baltimore area setup my bass professionally or recommend me someone who can do it well? I have a stingray I want to get setup.

I've never used him, but hear that Philtone is very good. I'm planning on calling him soon though for a setup. Here's the link: http://philtone.com/repair%20services.htm

I'll give a bump for John Thurston too, as a former satisfied customer.
If you've ever seen and/or played a Koontz-Thurston bass or guitar from the 1980's you will know the quality of his work.

He finished a Tele bass body for me in LP blue about 20 years ago. Took him forever, but he cut the price $10 because of the delay.

I'm sure glad to have this info.

+1 on Philtone, Phil will hook you up He's worked on my Jazz basses. He looked at my StingRay and said " It really doesn't need anything, they come from the factory virtually perfect" Great guy and knows his stuff.
