Question Basic Setup/ dead frets

hey guys. im new to talkbass and the bass itself. Im a keyboard player trying to go bass! so I need help.

I tried to lower my strings, but now most of the frets above the 12th fret are dead. The buzz and the note itself doesn't play. what do i need to do?

Sounds like you don't have enough relief and the intonation is way off.

Basically you need to do, or have done, a setup on your bass. Off the top of my head, it sounds like you need to add a bit of relief to the neck... loosen the truss rod a bit. But you should really check out the how-to-do-setups stickies section. Lots of good info.
