Bridge Intonation on a new bass

Why is it that most new basses im speaking in terms out the store, come with the bridge saddles in order for the E string pulled farthest back and the G string farthest towards the nut ????

Most basses intonate in that fashion. Some more than others. It is just a starting point for a good intonation setup.
