Looks like the generic design, so almost any Schaller or Gotoh brand and most of Hipshot products will be drop in replacements.
Best way to determine whether the machine head fits exactly is to compare them side by side. Unfortunately that's becoming increasingly more difficult as the on-line bussines has made the regular shops to reduce their inventory.
By Your description I assume that you mean either the steel spring washer or the nylon washers between the button and the body of the tuner. On the worm shaft.
Those washers may be available separately somewhere, but I have never seen any. Your best bet is an RC-Hobby shop, washers like that are used on RC vehicles.
While the tuner does still work, the washers provide the correct clearance between the worm and the wheel to ensure smooth operation, so You should put some washers there even if they're not the correct OD. The ID and thickness is what counts.
