Buzzing in the upper frets (probably a noob question)

So i have been fighting the setup on my new bass for a while. it seems like i cant get low action and no buzz. it either buzzes on the 1st fret or the 19th fret. right now i have the relief set at about 1/16th of an inch at the 7th fret and the saddles are so high that it is unplayable to me. so basically my question has 2 parts:

1) what causes buzz on the upper frets (i know buzz on the lower frets is too much truss rod tension)

2) what are some suggestions to fix it.

i have taken my bass to luthiers in the past for setups and can make minor adjustments that are either hit or miss, but after dropping $1500 on this new bass and rent/tution/"school supplies" i have no money to spend on a pro setup.

Relief at 1/16" of an inch and the saddles are too high. Something doesnt compute.

Normally buzz on the higher frets means too much relief in the neck.

i managed to fix the problem. just needed a little less relief.
