Can the truss rod not work?

Hi... I have a bit of a problem with my bass, it's a kramer forum 3 i got second hand... from what i looked up in the internet it must be from around 1987 or newer... not really sure...
the problem is some time ago i sent it to be adjusted, and the guy said that the truss rod wasn't adjusting anything... he said it didn't work, wich sounded really strange to me... i never again sent my bass to this guy... but didn't dare adjust the trussrod myself. the neck in my bass looks straight, the action is too low and i might have to set the strings higher since they buzz, don't think i need to adjust the truss rod but still wanted to know...
i also had a problem with the pickups but that must go in some other thread... same guy said they couldn't be adjusted, is that possible? Thanks!!!

yes, i'll have to find a good technician, shouldn't be that hard.
