Changing tuners (sleeves)

I am changing my Fender Jazz neck (Japanese fretted) with another Japanese neck (fretless). Here's my problem. While the tuners are compatible (some minor re-drilling is necessary), the chrome "sleeves" for lack of a better word, aren't even close to being the same size. The fretted neck sleeves were considerably bigger than their fretless counterpart. Is this normal? and, if so, would it much of a problem to find ones that would fit?
