Couple of questions about string action...

Hey. I've been working with the string action on a bass I got recently, trying to get lower action. I have a couple of questions to ask:

1. How do you properly measure string action (like with a ruler)?

and

2. What would you consider to be a low action set-up (height in millimeters maybe?)
