What would you say the humidity level is during the winter? During spring/summer?

Winters are fairly humid, especially when there is frequent rain and fog, but indoors can get really super dry if there is central heating. Summers are pretty dry, they start out with average humidity but as the summer goes on, the residual springtime moisture disappears... Seriously, there might be only one brief instance of rain for the whole summer. It can get dry, but not quite desert-dry.

It can get dry enough to make the skin on my knuckles crack and bleed in the winter...
